Will South Sudan Become Independent From Serbia?
As we can see from the news that UN Security Council on Wednesday lauded the terminations of the south Sudan referendum, which showed that an consuming absolute majority of voters opted for withdrawal.

It is reported that the affirmation came as Maria Luiza Ribeiro Viotti, the lasting congressman of Brazil to the UN and the circumvolving president of the Security Council for February, read a presidential statement during an open-door meeting on the region.

It is said by the affirmation that the Council called on the international biotic community to lend its full accompaniment to all Sudanese people as they built a peaceful and auspicious future.

As we can see from the news that the 15-nation Council complimented the parties of the across-the-board Peace Agreement, inked in 2005, which ended a 20-year civil war between the north and south of the largest African nation and mandated that a referendum on southern secession be held.

Receiving the assertions of Sudanese President Omar al Bashir and Vice President Salva Kirr which admitted the final results of the referendum, the Council called on all member states to respect the outcome of the referendum.

The statement said that peace and constancy depends on the full and timely carrying out of the CPA. And it is critical that all companies reach quickly an accord on the status of the oil-rich Abyei area — the reign of which has been altercated by the north and south of Sudan. Conveying “deep concern” in the uptick in violence and insecurity in Darfur, which include aggresses by arise groups, aerial shelling by the Sudanese Armed Forces that left 43,000 civilians deracinated, the Council “recalls the importance it accompanies an end to impunity, and to justice for crimes charged”. The Security Council reaffirmed their support for the African Union-United Nations Hybrid operation in Darfur and urged all parties to maintain “full and unhampered access” to allow

I’m 58 years old! I am a Veteran of the U.S. Navy who worked in Top Secret communications! I am a Recovering drug Addict with over 13 years of clean time, after having used drugs for nearly 30 years! I have been incarcerated many times and am a convicted felon! I am a Certified Drug and Alcohol Abuse Counselor! Does this mean anything? Not in itself, but if I may, let me try to qualify! My primary presence on the Internet has been as the WebMaster of my Addiction Recovery site, “Addiction: Why Me?” I have had over a dozen articles pertaining to Addiction and Recovery from this disease, published on the Internet. I have had one article published regarding my Political views. I thought to myself, recently, why should anyone care what I think about politics? Well, just what does qualify someone to make public commentary? Surely, some of the commentators regularly on television don’t seem to know anything special! So, I’ll take a shot at making my case…


My family migrated from Missouri to California in 1958, when I was 9 years old. This move in itself most certainly changed my future and that of my entire family. Missouri is a conservative area. California is liberal and trendy. They are two very different places in our Society. Thus, ingrained midwestern values and beliefs were the root of our family, and over a lifetime, we have melted into the West Coast lifestyle and have become Californians. Thus said, on to my life as it pertains to my political views…


A teenager of the 1960’s, I’m sure that I am a typical baby-boomer in many ways. But, in many ways I’m not a typical or average citizen, at all! Only about 1% of the U.S. population succumbs to drug addiction. I am one of them! I am also a Veteran of the Armed Forces, also a small percentage of the population, since the WWII Vets are passing in great numbers. I am also a convicted felon. Would it surprise you to know that 1 out of 99 Americans is incarcerated over the course of a month? I don’t know the stats on those who have ever been incarcerated. Currently 2,300,000 Americans are incarcerated. That said, let’s move on to my individual case…


When I was 13, John Kennedy was assassinated. That event had a prominent effect on me as a person, as it did many Americans. The mystery of that incident brought politics into the lives of people who had previously basked in the luxury of the robust American lifestyle that followed WWII. Before that most citizens of the U.S. took it for granted that we had the best, most honest government possible. It has never been the same since. The Vietnam War added to the questionability of our undaunted faith in Government and it’s many agencies. When President Richard Nixon was branded as an outright liar, a little more confidence slipped away. Average American belief systems were challenged by the Civil Rights movement, the Women’s Rights movement, and concerted efforts on the part of our citizenry, as a united front, to force an end to the Vietnam War.


As I approached the age of 18, it was a safe assumption that I would be drafted into the military. Every boy who was not wealthy and able to find an exemption of the privileged, got drafted. That part has not changed. The poor still fight the wars for the rich. The poor still do the dieing for the Capitalists. Having had many friends die in Vietnam, I reached the conclusion that the only way to avoid being drafted into the Army Infantry was to enlist, which I did. On November 17, 1967 I took the Oath to defend my country in the U.S. Navy. I was just a kid. I had no idea how prolific an effect this would have on my life. The worst thing that happened as a result of serving was that my recreational experience with drugs would turn into an Addiction lasting nearly 30 years.


Politics came head on into my life as a Navy Radioman, working in Top Secret communications at the Commander-In-Chief of the Pacific Fleet Headquarters, Naval Communications Station, Message Center Makalapa, across the King Kamehameha Highway from Pearl Harbor, several stories underground. As a result of my security clearance, I became privy to all communications to the Pacific Fleet, including operational information between CINCPACFLT, the Pentagon, and the White House. I will not now and never have discussed any details of this information, as I took an oath not to. The only exception was in protected confidence with my Counselor in drug treatment at the VA Hospital program in Fresno, California. Even then, many details were omitted, and limited to a couple of sessions. The point being, that I found out many things that obliterated my trust in the Government. During this period, President Richard Nixon was forced out of office for basically deceiving the public and abusing his power, for political gain. I couldn’t avoid politics even if I had wanted to.


I re-entered civilian life skeptical of government, spiritually bankrupt, and severely addicted to drugs. My dependency started in Navy schools, with Benzedrine, an amphetamine. I eventually used drugs as psychological self-medication, also. Once addicted you use drugs for any and every reason you can think of, avoiding confronting the problems that they actually mask. The first year I was out, I didn’t work. I grew my hair out, and lived outside the norm, not desiring to be a part of anything, especially Society. I did get involved in the fight to stop the War in Vietnam, helping people beat the draft, and participating in demonstrations. In my mind, the government was responsible for everything that was wrong with the World and me. Though my thinking was very distorted, I became extremely politically aware, keeping up with the daily news, and being able to factually defend my positions as an anti-social personality developed in me. Marriages failed as a result of my Addiction. I lost and quit jobs as a result of my drug use and abuse. I went back and forth from a functional addict to a dysfunctional addict. I was in and out of jail. I became a pipeline welder with my own tools for the independence and high demand that made changing jobs easy. This lasted until drug testing became a regular part of the job market. I had chosen selling drugs as my profession, which made using that much easier. But, in the end the law caught up with me. After many incarcerations and many ups and downs, I just could not stay out of jail. My arrest on January 21, 1995, and a radical spiritual experience while facing a prison sentence, allowed me to acknowledge that I had hit my bottom. I had lost the will to live and broke down mentally during my detoxification from Meth, in jail. I resorted to prayer and my prayer was answered. I used drugs for the last time at the beginning of that jail term. I took my last drink on March 24, 1995. As a result of a plea bargain, my prison sentence was suspended on the terms that I serve one year in jail and one year in a drug treatment program. I would actually only serve four months in jail and remained in the program for six months. I entered the VA Hospital, Fresno, California, Chemical Dependency Treatment Program on April 11, 1995. As it turned out the very government that I had blamed for my problems for nearly 30 years, became my saving grace. I had to seriously re-assess my political views after that. At 50 I began my quest for Certification as a drug counselor at a State University. Little did I realize how politically dependent the profession I had chosen, was. After 7 years of Counseling I had a serious health crisis that took me off of work for 8 months. During this period of time the failing economy under the Republican administration, resulted in a major cancellation of Grants. Drug treatment depends hugely on Grants as treatment is a financial impossibility for most Addicts. Having lost my job and my health insurance, I found myself approaching 60, in a scant job market, competing with people half my age. I am now living on unemployment insurance compensation, with no real prospect for a job. Politics are again very crucial to my life. Republicans fund wars and big business. Democrats fund social programs and middle America. I fear it will take a robust economy and major funding for drug treatment before the market become great enough for the job competition in my field to accommodate my demographic. Meanwhile, I contribute meekly to the Democratic Party and depend on my Spirituality to get through, one day at a time. I sponsor a needy child through Children International, and have several family members, also in financial distress, living with me. I have developed a totally non-profit Addiction Recovery website, “Addiction: Why Me?” and use it to keep me sane and as my way of still being able to help other Addicts. I feel that my experiences with the military, the criminal justice system, and my Recovery from drug Addiction, have shaped a well-informed, highly aware political position and very well developed political opinions. Of course the key word is “opinion”! I feel very qualified to comment…

Basic information

The United States Diversity Visa program issues 50,000 official green cards each year. Usafis another program that issues Visa to immigrants, Winners of the lottery program may receive a Visa or Green Card and the right to live and work in America.

Official dates have been announced this year by the United States Government. Those dates are posted online. The programs start at noon at Eastern Daylight Time (EDT), and GMT-4 on Friday, October 2, 2009 until noon. The dates have passed, but if you hurry now you can meet the November 30, 2009 deadline. This data starts on Eastern Standard Time (EST) and GMT-5 on Monday.

Who is eligible?

According to the government web site, eligibility is based on your country of birth. Natives typically define someone who was born in a specified country despite of his or her individual current country of residency or his or her nationality.

For immigrants, native defines someone who is at liberty to be indicted to another country other than the country in which the person was born. You will find more details about immigration laws under Section 202 section B of the Immigration & Nationality Act.

An example would be if you were born in an area or country that was not eligible to receive the US Green Card for this year’s Diversity Program. In this case, you can claim chargeability to that country where your derived spouse was born, yet will not receive a DV-1 except if your spouse is eligible to receive the DV-2. Both of you must have entered into the US together with the assigned DV. In contrast, if you have a child who may be charged to one of your parent’s country of birth, then you may qualify.

If you were born in one of the ineligible countries listed at the government web site for this year’s Diversity program, you may be charged to that country of your birth of either parent providing that your parents’ was living in an ineligible country during the time of your birth.

If you studied in the country, legally naturalized, or was not born in that country you may not qualify for the Green Card. If you have claimed an alternative of chargeability then you must provide that information on your E-DV electronic entry form listed under question number six. You may be disqualified if you provide false information to the government.

Since the terrorist attacks of September 11, 2001, Americans have come to realize how vulnerable they are to attack. For years before these attacks, we witnessed attacks on other countries and, while sympathetic, many Americans felt that such a thing could never happen in the United States. After the attacks, we all realized that it could happen. What happened in the aftermath of these attacks was aimed at reducing or eliminating the dangers of terrorism in our country. With the development of the Department of Homeland Security, the United States set in motion a plan that, to this point, has prevented another attack on US soil. The United States has several facets to their plan to protect us from terrorism. They include the denial of entry to terrorists, the disruption of terrorist activities within the country and the reduction of emerging radical Islamic groups.

Denial of entry. The most important weapon that the United States government has in keeping her people safe is border security. Stepped up security at the borders prevents the entry of those who would seek to harm the people of the US, and also the entrance of weapons that could be used against her. Tightened border security is an inconvenience for the millions of people that have no intention of harming the US, but Homeland Security felt that this was the only way to watch who enters and leaves the country. Because of the size of the United States it is easy for someone to “disappear” in this country, particularly if they have no family or work connections. If a suspected terrorist gets past the border it would be very difficult to find them if they did not want to be found.
Disrupt terror cells within the country. As unsettling as it is, we have every reason to believe that there are “sleeper cells” operating inside the United States. Again, the size of the United States makes it difficult to know what is going on in every corner of our country. The US government’s goal is to narrow down their watch list so that the groups that are on their radar are the ones that are considered most likely to pose a threat to our country. While this may sound like an impossible task, the government has broken up these groups before. It is important to realize that in order to plan and carry out an attack successfully; no one can speak about it in public, on a monitored phone line or make a suspicious purchase. By narrowing down their list of suspicious people, the United States can more effectively watch the groups that are a real cause for concern.
Prevent the emergence of violent Islamic radicals. The purpose of this is two-fold. Without Islamic radicals in the country, the terrorists do not have any new recruits for their, typically suicidal, missions. Another reason for preventing the emergence of radical Islam within our borders is that it prevents the homegrown terror that may be harder to recognize until an attack has occurred. These homegrown extremists are difficult to recognize because they appear to have assimilated and accepted the US culture, but, internally they reject it and have an intense hatred for the US. These homegrown radical Islamists are often recruited in prisons and on the internet.

The United States is has a variety of methods that they use to protect the public from terrorists. While much of what they do is not made public, we do know some methods that the US government is using to prevent another terrorist attack. They have implemented outreach programs among the Muslim community with the goal of clearing up the misconceptions that they often have about Americans. The US also engages in surveillance of communications as well as by using operatives in the field. Anyone who has traveled recently must be familiar with the increased security at all airports and border crossings. One of the most significant improvements that is aimed at preventing another terrorist attack is the communication between the various levels of state and federal law enforcement. Often one agency has one piece of a puzzle, and another agency has another. Since 9/11, all state and federal agencies have been encouraged to work together when terrorism activity is suspected.

It is impossible to guarantee safety in a country as expansive as the United States, particularly one made up of people who value their freedom. The goal of the Department of Homeland Security is to provide as much protection as possible without infringing on personal liberties. This is a delicate balancing act, and not everyone, on either side, is satisfied with the work that is being done by the agency. While some people feel that our rights as Americans are being systematically chipped away, others feel that the government is standing idly by while people stream across the border and America run charities raise money hand over fist for terrorist organizations. Of course, similar to many other debates, the truth probably lies somewhere is the middle.

2009 Year Review – The Good, The Bad, And The Ugly From The American Political Class

Throughout 2009, while the country and it’s citizens were facing a terrible economy, foreign wars, extreme Congressional partisanship and sniping, no improvements in the major issues facing this country such as the soaring national debt, high unemployment, failing public schools, wide spread drug addiction problems, rising health care costs, and other major issues, what were the politicians worried about? Looking back on 2009, there appears to have been three distinct categories of American political class behavior: The Good, The Bad, and The Ugly.

The Good

By all accounts, 2009 was a rough year in America. The good news is that I could actually identify some areas where the political class did some good things. The bad news is I could only come up with three examples where the actions of the political class had taxpayers and fellow citizens in mind when they executed their actions:

1) The first example is based on personal experience. I live in Pinellas county in Florida and over the past four years my property taxes have gone down on a year over year basis. They have gone down so much that I now pay about 40% in less in property taxes today than I paid four years ago with a significant portion of that decrease occurring in 2009. There are probably a number of factors, both political and non-political, that have gone into this decrease but the bottom line is that they have gone down significantly. And here is the good news: I still have police protection, I still have fire protection, the schools are still open, the parks are still open, most of the libraries are still open and the roads and traffic lights are still in good shape. This is proof, that on a very local level, excess waste can be taken out of government without substantial reduction in essential protection and services. The primary word in that previous sentence is essential.

2) The second example comes from the U.S. Senate and it was a suggestion and formal proposal to the Senate from Senator Lamar Alexander of Tennessee. His reasoning: since the Federal government paid about billion of U.S. taxpayer money to acquire a 60% share of General Motors and theoretically save it from bankruptcy, shouldn’t each American taxpayer get stock certificates and partial ownership of GM rather than the Washington bureaucrats? After all, since government is able to function only because it takes money from taxpayers, if government acquires ownership in a private company, doesn’t that mean that the taxpayers own the company since it was their money? Senator Alexander was the single politician this year that showed he understood the relationship between paying taxes and government spending. Giving individual citizens those shares of GM would ensure more interest in how GM performed going forward since each citizen would have had a stake in its survival, probably giving GM a better shot at survival than it has with government ownership. Unfortunately, the Senator’s suggestion was not approved by the Senate.

3) The final example comes from a small town in south Florida, Miami Gardens. In the past year, Miami Gardens city government took the following actions:

The city payroll grew. Most everywhere else in the country unemployment increased.
City employees still got cost of living raises and merit raises. Most everywhere else in the country salaries and wages were frozen or reduced.
The city increased its financial reserves by about 0,000. Most everywhere else in the country, local and state governments dipped into their reserves to cover operating costs.
The city upgraded 17 parks and 4 schools. Most other government entities were reducing or eliminating maintenance projects.


How was Miami Gardens able to do all of these positive things in light of a very, very deep recession and the fact that they are not a city of wealthy residents? According to interviews with city officials:

City employees share both personnel resources and other resources.
The city hires only those people they actually need to do the work needed to be done.
City officials claim they have the ability and backbone to say “No” to non-essential projects and programs, claiming that they cannot be everything to everybody.


Thus, much like the first example above, the Miami Gardens politicians have shown that running a lean, efficient government operation is possible if you are respectful of taxpayers’ dollars. All it takes is a little planning and the ability to just say No.

The Bad

In life you have to take the good with the bad so now let’s review some of the less than glorious antics that the political class served us with in the second half of 2009:

Ginny Brown-Waite, a Congresswoman from Florida, was actively investing in bank stocks at the same time she was sitting on the House banking committee to determine which banks got what levels of bailout money and support from the American taxpayer through the Federal government. This is a blatant conflict of interest. Ordinary Americans would probably have gone to jail for insider trading if they did the same thing, apparently conflict of interest and insider trading activities do not apply to Congressional members.
Senator Hillary Clinton apparently also does not understand conflict of interest theory. She helped pass a bill that allowed a mall developer in New York state to get preferential tax treatment, shortly after the developer made a significant donation to Bill Clinton’s foundation.
Hawaiian Senator Daniel Inouye’s staff helped a bank in Hawaii get bailout money from the FDIC after the the FDIC determined the bank was not worth saving. Turns out that the Senator had invested heavily in the bank and stood to lose a load of money unless the bank was saved by the American taxpayer.
Senator Chris Dodd of Connecticut received substantial campaign donations from Fannie Me and Freddie Mac. Two things wrong here. First, Dodd was chairman of the Senate banking committee responsible for overseeing the activities of Fannie Mae and Freddie Mac, a clear cut case of conflict of interest. Second, how do two Federal organizations that exist now solely because of taxpayer support and bailout money get to use taxpayer money to support specific candidates for office? Shouldn’t government organizations remain non-partisan and not a piggy bank for the politicians who are supposed to oversee them?
Ex-Congressman William Jefferson of Louisiana was convicted of taking bribes and was sentenced to 13 years in prison. You may recall that Mr. Jefferson was caught with frozen bribe money in his home freezer. This continues the hall of shame tradition of the political class who recently included Congressman Randy Cunningham who was sentenced to eight years in prison for taking .4 million in bribes, Congressman Bill Ney who was sentenced to two and a half years in prison for taking bribes, Congressman James Traficant who was sentenced to seven years in prison for taking bribes, and the majority of ex-Governors of Illinois who are either serving prison time, have served prison time, or may soon face prison time.
60% of the Congressional members sitting on the House Armed Services Committee received campaign contributions from the very companies that they had previously earmarked pork barrel budget money for.
Congressman Charles Rangel of New York is being investigated for a number of ethics violations including, but not limited to, non-declaration of rental income, certain assets, and other income.
In the area of “who really cares about this bill”, Congresswoman Anna Eshoo of California and her staff are working on legislation to Federally regulate the sound volume on television commercials. Never mind that TV watchers can mute the sound, change the channel, leave the room to get something to eat, fast forward on their DVR machines, or just ignore the TV for 60 seconds. Why work on Iraq, Afghanistan, soaring deficits, unemployment, failing public schools, etc. when the TV commercial sound volume issue is so pressing?
In the same vein as Ms. Eshoo’s contribution to America, Congressman Jim Moran and his staff are investigating whether certain television commercials alluding to a specific male health problem should be banned. I did not know this was so important either. As with Ms. Eshoo, let’s ignore real issues facing America and work on television commercial issues.
And it never ends. Congressman Thaddeus McCotter and his staff is working on legislation to provide up to 0 a month in income tax deductions so that the unemployed do not have to put their pets up for adoption. Maybe if his staff and he were working on how to get America working again, there would be no need for this ridiculous program that would never be able to be tracked and would be rife with fraud.
Worse than individual Congress people and their staffs working on trivial bills, how about an entire House subcommittee worked on legislation aimed at forcing the NCAA to go to a playoff format to determine the best Division One college football team? Where would this issue rank with the vast majority of Americans today? Probably not very high.
The fence along the border between America and Mexico was the work of the entire Congress. A 2009 report documented that the construction of the fence is seven years behind schedule, it will cost .4 billion to maintain the fence over the next twenty years (0,000 a day!), and there have been at least 3,000 breaches of the fence where illegal immigrants were able to enter the country despite this billion dollar fence.
The new Washington D.C. visitors’ center was completed but only after it overran it’s construction budget by about 50%.
California Congressman Henry Waxman was quoted as saying: “I certainly don’t claim to know everything’s that’s in this bill” in referring to the massive cap and trade legislation that is likely to come before Congress in 2010. The troubling aspect of this statement is that Waxman is the official co-author and writer of the bill!
Recently, who could forget the blatant bribes the recently passed health care reform bill required where a handful of Democratic Senators were able to get breaks for their individual states to the tune of hundreds of billions of dollars in exchange for their final vote in support of this bill.


If these actions were not serious and far reaching, they would be comical. Conflicts of interest, trivial projects, wastes of money, sad but true in 2009.

The Ugly

It has been said that beauty is in the eye of the beholder. However, it is difficult to find much beauty in any of the following Federally funded projects since they waste Federal tax dollars on local projects that contribute nothing to solving the major, national issues facing the country today. The only beauty is in the eye of incumbent politicians who waste these taxpayer dollars to support their re-election efforts:

These are just a couple dozen programs that waste hard earned taxpayer dollars. The 2010 budget bills have over 11,000 other such programs, even though President Obama campaigned to keep the number of pork projects like these well under 2,000. The reasons we have state and local governments is to handle state and local needs. It should not be the role of the Federal government to fund local bike paths, widen local roads, renovate theaters, etc. It diverts time, money, and resources from the truly national problems like the two wars we are currently involved in, soaring Federal deficits, high unemployment levels, Social Security and Medicare heading for insolvency, failing public schools, high drug addiction rates and the associated crime problems, the lacking of a national strategic energy plan, etc.

Then why does the political class spend/waste time and money on these clearly local issues and needs? It helps guarantee them re-election by attempting to prove to their own voters that they are adept at stealing money from other U.S. taxpayers and funneling into their home districts and states. Remember, the government pays for nothing, it funds programs with taxpayer money taken from all American taxpayers. Thus, the bike trail in Michigan is being financed in part by taxpayers in Arizona who will never ride that trail. The Polynesian Voyaging Society is being funded in part by taxpayers in Vermont who will never get any benefits from the Society.

A long time ago, the Statue Of Liberty, an enduing symbol of this entire country and its freedom, was in badly need of repair and renovation. The country rose up to privately donate enough funds to restore this national symbol. If the Statue Of Liberty did not merit Federal money several decades ago, why do farmers’ markets and bike paths merit such Federal support today?

This pilfering of national tax dollars possibly hides a more dangerous reality. It could be that this generation of politicians, and the ones that have come immediately before them, do not know how to solve the real national problems facing America today. In the 1960s, Nixon declared war on drugs but we still have a major drug problem in this country. In the 1970s, Carter was President when we lived through the energy crises but we still no do not have a national strategic energy program in place. In the early 1980s, the Reagan administration identified the danger of our failing public school systems but today many of our public schools are still failing. In the 1990s, despite numerous wake-up calls (first World Trade Center attacks, U.S. embassy terrorist bombings in Africa, USS Cole attack, etc.) we still do not have the terrorist threat under control, as witnessed by the almost catastrophic airline security breakdown on the Christmas day KLM flight into Detroit.

Thus, it could be that our current politicians work on useless and wasteful local spending programs and worry about the sound volume on television commercials because they are incapable of doing anything else. If they were, than many of our national problems would have been addressed and solved already. That is why the following steps need to be taken to start reducing “The Bad” and “The Ugly” and expanding the “The Good” from the political class:

Step 1 – start reducing Federal spending by 10% a year, for five years, in order to begin weeding out the wasteful, but politically convenient, local wastes of money.
Step 2 – allow only individual citizens to contribute to political election campaigns since many of the wasteful programs are really bribes, directing taxpayer dollars to companies, unions, and lobbyists in order to get reciprocal campaign donations for incumbents’ re-election campaigns.
Step 3 – hold Congressional committee and subcommittee members accountable for their performance, removing them from committee posts when their efforts are unsatisfactory and wasteful.
Step 4 – establish term limits for all Senators and Congressmen since allowing them to serve forever is not working. If the President, the most important elected official in the world, has term limits, less important Senate and House of Representative seats should also be limited in term length.
Step 5 – no Federal money could be spent on any program or project unless it materially affects a substantial number of residents in at least five states, i.e. spend Federal tax dollars on national needs, let state and local governments and private citizens handle the local needs.

While “The Good, The Bad and The Ugly” made for a good Clint Eastwood movie, it does not make for effective and efficient governance. Let’s hope that 2010 is better and that somehow some of the steps listed above take hold this year, resulting in a 2010 list of wasteful spending programs and negative political antics that is far smaller than in 2009.
